I'd be extremely surprised if he starts for Philadelphia. He could be an impact player off the bench, but yeah - right now he isn't anything more than a valuable role player who will work on defense, hit the boards, make the extra pass and get a hustle basket every now and then. Any team that is relying on him to be an offensive option (i.e. they set plays for him to get open shots or whatev.) is going to be in trouble next year. During the workouts they claimed that his shot was improving, and that's a good sign, but he still has a very long way to go.
