Here's my take:
Viscosity is the resistance of a fluid to deform under an applied stress, not necessarily the resistance to move. But if you want to look at it as a resistance to flow, think of it this way: In order for an object to move through a fluid, there must be flow within the fluid itself, even if the entire mass of the fluid is not moving anywhere. Molecules move out of the way to accomodate the falling object, and molecules replace the space where the falling object was. When a fluid is very viscous, there are stronger interactions between its molecules. and it's harder to move them out of the way.
So the time taken for confetti to fall through a fluid is a measure of viscosity, as long as the confetti is dense enough to sink in both water and corn syrup.
