WHOOOOOOOOAH hold up dude, 'THAT' year with Shawn Kemp, wat are u trying to say, that they just somehow rose up one year and made the finals and proved to the basketball world that they could do it, what u you probably dont understand is that pretty much from Paytons second year in the NBA (around '91) they were perrenial Western Conference Semi-Finalists and Conf Finalists, losing some tight game 7's.....and by saying Payton is not a lock HOF, thats proposturous, probably the best defensive PG of all time plus the amount of awards he has recieved puts him in rare company (All NBA teams, All NBA defensive teams, DPOY award, 9 time all star etc etc). You dont have to win a c'ship to be in the HOF.

As for Sam Cassell, stellar career, has put up some great numbers in his years, he wont reach Gary Payton status, ever, he did win rings with Houston, but he wasnt exactly the star player, if u count rings and what he's done in his career, you might as well mention him in the same breath as Toni Kucoc or Ron Harper...probably no HOF for Cassell unless they win a C'ship in the next couple of years...
