We don't have a single decent starter on the roster at that position other than Miles. Outlaw and Viktor might become that, but I don't think that it's very likely that they'll ever become all-star level players.
On the other hand, with a top-4 pick we should be looking for a player who's capable of making it to many all-star games. Irrespective of position.

Webster, Krhyapa, Outlaw and Miles. That's 4 deep. That is overloaded. If you minus Miles and add Gay, which I think they will do, that still leaves 4 young guys. These guys may not be starter quarlity.
Last year the Blazers had the number 3 pick, so in point you're saying that Webster will be be in many all-star games, which I don't see happening with the West's guards/forwards. Kobe will always be an all-star, Carmelo will be there for many years, Chris Paul. The older guys will be there for the next 5-6 years as well - Duncan, KG, Dirk, Nash, Allen, Brand. And who knows about what the future holds.
