From a business aspect what is the point in purely looking at how much a team spends on salary when you don't take into account the profit and assets they're bringing in? Without an idea on total revenue it's impossible to see who is in the best situation.
Then you need to take into account the costs besides salaries, such as maintenance, cost of running a stadium, etc., etc.. How about coaches, staff and managerial salaries? They all would need to be factored into the equation.
Financial situation should encompass far more than the teams salary cap situation in my opinion. For example, the Knicks bring in a lot more money than most other teams (Lakers too), thus they're able to afford more in salary too, Dolan helps of course.
A lot of you are looking at it far too 1-dimensional. There is far more to NBA teams than mere salary cap figures when it comes to revenue and costs.
