That's the general rule I've observed. There's really no good, consistent definition of what makes some scorers who dominate the ball valuable and others selfish. It boils down to whether a particular person likes said player or not.

Pretty much right on the money.
However, being a passer and being passive are two different things. Being passive is when you have a wide open lane to the basket with no defenders in your way on a fastbreak, and you decide to stop at the three poitn line and wait for your teammates to set up the offense.
