It's like hey, lets throw up a shopping center, a mall, a few grocery stores, gas stations, movie theaters etc.. to attract alot of new residents. Let's pack it out and grow to capacity and THEN we will look at the road situation. Now we'll start construction on every possible road just to cause maximum congestion. Feels like were in bizzarro world. They could not do things more backwards if they tried.
