I've recently inherited the commissioner job in a fantasy league in the Games and Fantasy Basketball forum (the Virtual GM league), and despite not being a CBA guru, I think this will go down as one of the most successful fantasy leagues in BBB.net history. However, as we are now done with the draft, we have moved into free agency, which I'm no expert on, so bear with me. A GM in my league has PM'd me the following questions:

1. If I give an offer sheet to a RFA, does his team get to see the contract? I'm pretty sure they do, but I'm just making sure. Also, if that team is over the cap, does re-signing that RFA count against their MLE? I mean, if someone who has cap space like Denver signs Maggette for a $6 million (first year) contract and his team is over the cap but still want to match.. can they only offer that 4.5 million or can they go over that?
2. Do minimum contracts count against the MLE? I know on NBA Live series video games they don't, but that's not saying much. I mean can I spend 4.5 mil on FAs and then go to sign an undrafted rookie on top of that?

The answer to the first question in #1 is "yes." Starting with the word "Also..." can someone (NCBullsFan) help me with the rest of the questions. I'm 60% sure on the answers, but I don't want to mislead anyone in the league. Thanks for anyone's time.
