That's the beauty of the circumstantial section.. that's where you make the rules. If you want to dock everyone but Bird, then that's up to you. I did it the way I did it, but you could redo the list based on the way you do it. The other 3 categories... you have to have a system. For example, if one wanted to adjust PER because they thought it was innaccurate... they should say WHY their way would be better than Hollinger's.
