If he's unrestricted, he'll be free to sign with any team that has enough cap space. It's only Utah Jazz that can sign him without looking at the cap restrictions. That's why s&t sound logical to me. (I'm not too good in the current CBA, though. Maybe, there're other way for him to sign)

He won't loose all those 63M. If he hits the fa market, he'll definitely find a team ready to take a chance on him hoping he'll recover from the last season and paying him around 8M at least. In this case, money loss won't be that bad. I prefer to say, he's ready to take a salary cut to help him move to another team. That's not an uncommon thing to do. Even Kevin Garnett amended his contract to move to the Celtics.
