The first count occurs:

The second occurs:
(1) After the count of one when either foot touches the floor, or both feet touch the floor simultaneously. Count two. Wade has now come to a stop. And must establish a pivot foot.
c. A player who comes to a stop on the count of one may pivot, using either foot as the pivot foot.
d. A player who comes to a stop on the count of two, with one foot in advance of the other, may pivot using only the rear foot as the pivot foot. The rear foot was his right foot. He kept that one down in the video, even though he picked up his left foot. The angle of the video makes it seem that his left foot was the rear one, but you have to keep the frame of reference in mind, and the right followed the left foot on that play, making it the rear foot. Wade then picked up the left foot, while keeping the right foot down.
f. In starting a dribble after (1) receiving the ball while standing still, or (2) coming to a legal stop, the ball must be out of the player's hand before the pivot foot is raised off the floor. This one's the controversial part. Wade has not traveled yet. In order to not travel, he must release the ball before he picks up his pivot foot. Does that happen here? I can't tell, as the video is from the wrong angle. Even if he didn't, that would qualify as the extra half a step most NBA referees let go.

Wade just has really good footwork, so much so that he appears to travel sometimes, even when it's fair game according to the rules of the NBA (which are more lenient than HS and College rules). Learn something new every day.
