Normally a player doesn't get the bust label after 2 years of being in the NBA especially when he's only 23. When Bargnani is given consistent play time at the 4 he has put up some decent games. If he can find a team that can let him operate in the high post it is still quite possible that he can turn into a nice player.

A #1 pick should be a franchise player and definitely not tradeable.
Sounds like he's not working out for Toronto if he gets traded I might have to get an avatar with his picture saying bust in Italian.
