Based on this article, it appears that Tulsa will get the nod to go to the new Big East rather than Umass.

Since all of this moving about is because of football, and Tulsa has a good football program in place, it looks like a sure thing.
Umass might have been a candidate, but the new Big East does not have the luxury of waiting for their football program to mature.

There's basically 0% chance Cincinnati and/or UConn will be in the football Big East in two years, so UMass will get in soon enough

They need to get invited to a different conference for that to happen. Nobody seems to want either of them right now.
