Joe Johnson a Top Priority?
Here is an interesting post taken from the Insider's Forum:

Kenny Roda of WKNR interviewed a Phoenix sports writer today and talked about the joe Johnson situation. The Phoenix guy basicall said that with the need to resign Stoudamire and other issues the Suns would be unlikely to match a top offer for Johnson even though he is a restricted free agent and they would theoretically be able to match. They agreed that Johnson would be a top priority for the Cavs-Roda said the top priority for the Cavs as a shooting guard-because he would be somewhat cheaper than Michael Redd and could play defense as well as play the 1,2,and 3 holes-unlike redd, who might be able to play the 3 hole some along with the 2 hole but not the PG slot.

I understand Redd may still be atop Cleveland's list but with the Bucks winning the lottery, Redd's situation is more clouded than before. In Johnson's case, the new agreements of the NBA may make it harder for Phoenix to match.
Cleveland needs to be aggressive and throw a contract at Johnson as soon as possible. Maybe even front-load the contract to discourage matching it.

I agree. Still a BIG gamble though cause that money would be tied up for the entirety of the waiting period.
We would have to have a backup plan in place, maybe a trade for someone on the block like Bonzi Wells.

how big a contract for Johnson though?...No way is he worth the max, but I think we would need to get close to that to ink him...

Joe Johnson is a nice player, I think he fits in well in Phoenix. But if Phoenix indeed will not match such a high contract, he'd be great playing with Lebron.

Keep Z, add Joe Johnson, sign Damon Stoudamire on the chepa. It would then be a GREAT offseason for the Cavs
On the other hand, max out JJ. Redd resigns, Simmons signs, Huges, resigns, Allen resigns and then Phoenix decides to match after 2 weeks = Terrible offseason for the Cavs

Just getting Joe Johnson would be a nice offseason (though obviously not enough to become a legit contender). But still, I love this guy, a great 2-way player that fixes so many holes at once for the Cavs.

This is rarely how it works out. You get an agreement with JJ and then you go to Phoenix and say instead of losing JJ for nothing we will give you Pavlovic and Welsh, cash and/or draft picks. More than likely you will know if they are going to match and even if they do force you to sign him to an offer sheet, they won't want to make him wait for 2 weeks just for kicks.

Thats not true. First and foremost if Johnson is signed to an offersheet by the Cavs Phoenix cannot then match and trade him to Cleveland.
In fact, I think most times a team will actually sign and hope. Very often the home team doesn't even want to set the market. It's just easier to have another team set the rate and then resign the player.
