Re: Various Cavs contracts: could we player with our expiring contracts?
If you look at the above link we might be able to figure into some trades just by the value of our cheap expiring contracts.
People might be interested in Luke and Sasha just to help them avoid the luxury cap as they are FA's at the end of the year. Then the next year some team would love to have Newble's contract off the books.
Interesting also the year before Lebron becomes a FA we have a huge number of contracts expiring: Snow, Marshall, Jones. Maybe even Z although I'm not sure about his contract

I think they passed a new rule in the CBA that will allow us to match. Almost positive they put it in after the Gilbert Arenas situation with GS not being able to match (due to the 2nd round pick)

Trade Ira Newble to Portland for Dickau... Lateral move who free up some playing time for PG's in Portland and SF/SG in Cleveland...
And move Damon Jones to Denver for Earl Boykins (who at least is another local man)

Re: Various Cavs contracts: could we player with our expiring contracts?
If you have a glut of players in your stronger position (SF), it's better to get another one to help the void in a weakest position.
I mean, Dickau is also a third-stringer, like Newble. But you have Jackson and Pavlovic to backup LBJ and both can also backup SG, add Shannon Brown as a player that can also backup SG, so there is no need for Newble. But the PG rotation shares just Snow and Damon Jones (and the rookie Gibson, he is a PG, isn't it?). So there is a weak rotation, and Dickau can help more than Newble can, in this rotation.
I've suggested for Portland for the same reason. They have Jack, Blake, the spanish and even Roy will play PG in that team. So, they won't use Dickau. Newble may not be much used there, but at least he improves a position where the team need more, since they can use Newble as a defensive SG. (they just have Roy and Dixon as SG)
Just a lateral move, like I've said.

Steve Blake's 2-year contract ends this upcoming season. He would definately be the most beneficial PG for Cleveland. But, it is not likely the Blazers will let him go, unless you also take Miles off of their hands, since Blake is so underpaid that they could never get a worthy trade on his salary alone.

Both contracts are pretty closer, both expires after next season, with Newble making a little more.
Newble get 3,196,050 and Dickau, 2,500,000 this season. Next season, Newble will earn 3,441,000, while Dickau will earn 2,800,000 in salaries (according to Hoopshype).
