Bilas has sent out a couple of tweets on this. Penn State accepted these voluntarily to avoid NCAA imposed sanctions which was guaranteed to be a multi year death penalty. There's no decision to appeal here.

Honestly the sanctions are useless feel good bullshit that do nothing to rectify the problem and punish the wrong people. The NCAA wants to take Paterno out of the record book? Excellent idea. He doesn't deserve his position. They want to ban Penn State from benefitting from bowl appearances financially? Also an excellent idea. That money should be set aside for Sandusky's victims. A $60 million fine? Why should the people of Pennsylvania be forking over $60 million to a bunch of fat white guys that already make too much money? Shouldn't that money be going to the ****ing victims?

I thought the 60 million dollar fine had to come from athletics program revenue and it was all going to youth charities.
The victims will sue independently, and that money will likely come from the taxpayers.

Yeah, but it won't be the university's and it won't be the plaintiffs' lawyers. And if the state of Pennsylvania did get away with renouncing PSU's debt this would make the actions of the NCAA that much more despicable as it would really damage the ability of the actual ****ing victims to get compensated.

I don't know, the endowment is nearly $2 billion. From a very brief Wikipedia perusal, it looks like the state of Pennsylvania has asserted private/public depending on which benefits them at the time. Considering all of the suits will come under state law, I doubt the taxpayers will be on the hook for a dime.

In all of the coverage of the Paterno family report I haven't heard anything specifically absolving Paterno of responsibility in this mess... mostly the Paterno family and now Phil Knight, in an overtly coordinated PR move, calling the Freeh report a "failure" and "unsubstantiated".
The Jay Paterno interview was hard to watch... he was even trying to back track off of Joe Paterno's comments that he "wished he'd done more"... doubling down on behalf of good ol' JoePa. Quite the publicity tour... my guess is that the Penn State fans will hear what they want to hear and that for almost everyone else it will just serve as another reminder of how ****ed up that situation was and how Joe Paterno may have been the only person with the power to stop it.
