That's a good point, I just think that once the ball hits the rim it should be available to the offensive team. I can see how the rule would apply before the ball hits the rim, in which case it would be like guiding in a team's shot, but I don't like how a ball bouncing off the rim, yet still within the cylidner, is any different than a ball just about to bounce out of the cylinder. Either the shot would go in anyway, or the shot would bounce out. Award the player goign up for the offensive rebound.

The rule is different in international play. Once the ball hits the rim it is open for play. This means the offense can tip in balls that are over the cylinder, but far more frequently it's the defense that is able to clear away balls that are dancing on the rim, even if they are about to go in.

I think with the athleticism in the NBA, even though the rule limits offensive putbacks, it helps offense much more than it hurts it.
