It may not seem important to you, probably because pgs rarely do blocks, but picture a fastbreak happening, Tinsley is our quickest player on the floor, normally he's the first back there and can swat the shot away or against the glass. Picture 2 seconds left on the shot clock, out in 3-point land, a pg takes a 3, Tinsley rejects it, a possession stolen from them, and if we get it fast enough it can lead to a fast break which excites the hometown crowd.

Congratulations, I think that puts a stamp on this argument.
But notice, that Tinsley has the advantage in most of the "point guard" roles, which is why I had him as a better PG than Billups.

I fail to find it significant when one guy averages .3 blocks per game and the other averages .1 blocks per game.

.3 and .1 are actually quite a ways apart
This means it takes Tinsley 3 games to get .9 of a block and Billups 10 games to get 1 block. When you think of it that way, it is quite a margin.

Besides, the argument was mainly about last season, when Billups was considerably worse.

What are those numbers referring to? According to NBA.com, the numbers are more like this:
Tinsley: 8.3 PPG, RPG 2.6, APG 5.8, SPG 1.62, BPG .33, FG% .414 (cause Tinsley is such a bad shooter isn't he) FT% .713, 3P% .372, MPG 26.5
Billups: PPG 16.9, RPG 3.5, APG 5.7, SPG 1.08, BPG .10, FG% .394 FT% .878, 3P% .388 MPG 35.4
Tinsley is better in many categories, even with the whopping 9 minutes less of playing time. If those are playoff numbers, they are misleading because Tinsley played even less minutes due to injury.

Let's note where I said "traditional point guard roles". Billups got the MVP for scoring mainly, which is not a traditional point guard role i.e. passing and stealing.
