I agree with your assesment, but I still fail to understand why people include blocks.
It may not seem important to you, probably because pgs rarely do blocks, but picture a fastbreak happening, Tinsley is our quickest player on the floor, normally he's the first back there and can swat the shot away or against the glass. Picture 2 seconds left on the shot clock, out in 3-point land, a pg takes a 3, Tinsley rejects it, a possession stolen from them, and if we get it fast enough it can lead to a fast break which excites the hometown crowd.

Here's an easy way to sum it up

Passing: Tinsley
Court Vision: Tinsley
Steals: Tinsley
Blocks: Tinsley
Man-to-man defense: Billups
Scoring: Billups
Handles: Tinsley
Clutchness: Billups

Depends on what you want from your PG, honestly if the Pacers had Billups, we'd be worse, if the Pistons had Billups, they'd be worse. In the Pacers system, we have enough scorers, we just rely on Tinsley for passing and the occasional 3.

But because of the scoring factor

Billups > Tinsley
Congratulations, I think that puts a stamp on this argument.

But notice, that Tinsley has the advantage in most of the "point guard" roles, which is why I had him as a better PG than Billups.

Blocks can make the difference in close games.

I fail to find it significant when one guy averages .3 blocks per game and the other averages .1 blocks per game.

.3 and .1 are actually quite a ways apart

This means it takes Tinsley 3 games to get .9 of a block and Billups 10 games to get 1 block. When you think of it that way, it is quite a margin.

How could I forget. Pacersguy will not let it drop, even though his argumentation was probably the worst I've seen on these boards.
This from the guy who doesn't see the similarities between a red apple and a green apple.

Besides, the argument was mainly about last season, when Billups was considerably worse.

All they're going to say is that Tinsley was better last year, because magically Tinsley forgot how to play.
See above. It's not about Tinsley getting worse. It's about Billups getting better.

Do anyone remember the month long agument we had with the Pacer fans about who was the better point guard?

Look at the numbers.

Pts 3pt% Fg% Ft% Reb Ast Stl
Chauncey: 21.9 46.1 42.3 92.4 3.6 6.0 1.4
Tinsley: 1.8 16.7 23.1 00.0 .8 1.8 0.0

Chauncey is putting up all-star numbers.
What are those numbers referring to? According to NBA.com, the numbers are more like this:

Tinsley: 8.3 PPG, RPG 2.6, APG 5.8, SPG 1.62, BPG .33, FG% .414 (cause Tinsley is such a bad shooter isn't he) FT% .713, 3P% .372, MPG 26.5

Billups: PPG 16.9, RPG 3.5, APG 5.7, SPG 1.08, BPG .10, FG% .394 FT% .878, 3P% .388 MPG 35.4

Tinsley is better in many categories, even with the whopping 9 minutes less of playing time. If those are playoff numbers, they are misleading because Tinsley played even less minutes due to injury.

MVP
Let's note where I said "traditional point guard roles". Billups got the MVP for scoring mainly, which is not a traditional point guard role i.e. passing and stealing.
