you don't have to worry about that stuff , as you saw FRSL is ran exactly like KVBL is , everything on in time. the main problem was lack of GM's / GM's activaty.

Here are some suggestions:
Have less inital teams: only 22 or something. Keep all the current active owners and have two open slots of new owners tops. If they league needs more owners than we phase in expansion drafts of a 1 new team per season or something. This way we don't have to worry about new owners that are more likely to drop out. For the drafts, one problem is everyone knows when the loaded drafts are going to be. So may create 3 draft classes in advance, assign a number between 1 to 3 for each class. At the all star break, a independent owner can pick a random number (I can run this on a random number generator) which will pick which draft class is used. This way, no one (including commishes) has an advantage of knowing if a good, average, or bad draft class is coming in. A new draft class is created which will be added to the pool of 3 for next season. Insert a rule where you have to keep one draft pick that belongs to your own team for every two years. This prevents people from going all in and quitting if their all in move doesn't work.

It took KVBL about two years to build an ownership base where it to 90%+ activity of 26+ people. So I don't think that's a big issue. FRSL has a core of 20 active owners which is really good. The problem I feel is the expectation that the 7-8 other owners need to be active when they are new. If we phase in new teams slowly, I feel that fixes a big problem associated with quitting owners.
Requiring one pick (belonging to your own team) every two years is a necessity IMO. It's something that maybe 5-6 seasons down the line you can phase out if you have 25 + active owners, but until you reach that point where you know you have enough committed owners, you need to require teams to keep one pick every two years. Just my 2 cents.
