KVBL Reboot Rules
General
The KVBL league will simulate games on the Jump Shot Pro basketball simulation. The simulator will also host all information about the league, such as: Rosters, Salaries, Statistical and Injury information, Transactions, Player history. There will be 30 Owners as representatives of all 30 NBA teams, and each Owner has the option of hiring one General Manager to consult. Cap Rules The Salary Cap is set at $66M. The Luxury Limit is $82.5 million. The Hard Cap is $99 million. Teams that are above the luxury limit forfeit half of the MLE and the entire Bi-Annual Exception. Teams above the Hard Cap lose Bird Rights to players on their roster. Trading The league currently has no limit on amount of players, picks or teams in a trade. Teams may acquire up to 125% + $125K in trades that will leave them over the salary cap. Teams under the cap may trade freely as long as deals do not take the team $125K over the salary cap. There will be no "cash" or "future considerations" allowed in trades. Only players and specified draft picks can be traded. In the event of protected picks, the information must be fully explained on the posting of the trade, or it will be assumed there is no protection on the picks. To report a trade, all involved Owners (no GMs) must private message the commissioner, and state why they thought it was beneficial for them. After the proposal is made, the rationale (from all parties) will be mulled by the league, and the commissioner will either deny all parties involved through PM, or post a trade thread within the trade forum. All PMs sent to the commissioner will be taken as confirmation of acceptance of the trade, there can be no "renegging" after that initial proposal is made to the committee member, so Owners are advised to be 100% confident of their decision. The commissioner will state the reason for denial, one of two things: Incorrect salary information, or what the committee deems is an unfair exchange between teams. Free Agency Signing players: Make an offer and it will be fed into the sim, where all FA decisions will be made. If you are attempting to re-sign your own players, the process is no different - the only thing that might change is that you may have Bird rights where as other teams do not. The salary cap is currently $66 million. If you do not have sufficient cap space available, you are only able to offer the Mid-Level Exception or the Bi-Annual Exception. The MLE for the KVBL is set at $6.70 million, while the Bi-Annual Exception will vary from year to year (2022: $2.90M) If the Bi-Annual Exception is used one year, it may not be used the next. Any team may offer the minimum to any player for 1 or 2 years. Something to clear up: raises are constant, based off the salary in the first year of the deal. If you want to offer Player A a maximum contract, this is what your deal should look like: Year 1: $16.82 million Year 2: $18.17 million (raise of $1.35 million) Year 3: $19.52 million (raise of $1.35 million) Year 4: $20.87 million (raise of $1.35 million) Year 5: $22.22 million (raise of $1.35 million) Raises are not compounded. You may round up to the nearest ten thousand dollar mark (as I did here). Restricted free agency involves delivering a qualifying offer to a free agent in order to retain the ability to match the player's offer from another team. 1st round draft picks receive guaranteed contracts based upon a salary scale. Second round draft picks and undrafted players have no restrictions. Initial Draft The draft will be run on BBF in a single thread. Tbe first post will be updated throughout with an updated list of draft selections, as will the player ratings spreadsheet (selected players will be highlighted in red). The draft will begin at 12:00 PM EST, with Dissonance being on the clock for 12 hours. After making a pick, owners are to PM the next team to inform them that they are now on the clock. The clock will begin whenever the team that has just picked posts their pick. Teams that fail to post within the 12 hours will automatically draft the highest rated remaining player on their big board. Those who do not provide a big board will draft the highest remaining player on the Commissioner's Big Board. Teams that wish to trade draft picks should follow trade rules and PM the commissioner with the deal they have agreed to. The commissioner will post the trade or respond to the PM informing the team that the deal has not gone through. Future draft picks may be included in trades in addition to dispersal draft picks. It is the responsiblity of each owner to keep track of players that have been picked and to not pick out of order. Future Drafts The draft will be run via AOL Instant Messenger software, however the results will be posted on the board and league site as well. 1st round picks will be allowed 5 minutes on the clock, but they can IM the commissioner any time within that 5 minute period. Miscelleanous: The league will recognize injuries sustained within the simulation, not in the NBA. The KVBL Media Forum is open to anyone to write articles or "rumors" about their own teams and players. We advise league members use discretion and keep everything appropriate. Teams are required to have at least one first round draft pick in a two year period.
Signed free agents are only eligible to be traded after two sims. Teams are not required to draft 15 players in the inaugural draft. After teams get to twelve players, they have the option of passing on any or all of their remaining draft picks. A post saying that the team would like to pass needs to be placed in the draft thread for each passed pick or one PM should be sent stating that you will be forfeiting the remainder of your picks. |

Players not selected in the fantasy draft will maintain their contracts for the remainder of the first season but become free agents in the offseason if they are not signed by any team during the season.

Teams signing 2nd round picks have three contract options:
- Year 1 salary/Unguaranteed Year 2 salary - Year 1 salary/Unguaranteed Year 2 salary/Qualifying offer - Year 1 salary/Unguaranteed Year 2 salary/Year 3 salary/Qualifying offer Teams should PM me what contract(s) they're giving to their second round pick(s). Been using +125K as additional and amount over the cap, edited above.
EDIT: KVBL was using $125K over the salary cap as the threshold for trading without needing to worry about strict salary matching. The + $100K that was edited referred to the amount added to the outgoing salary that could potentially help with regards to salaries matching up. I had been using $125K there as well due to an apparent slip of memory, so I just went ahead and made it official. |

New rules you might have missed in all the reboot hubbub:
- Pick swaps will be limited to one year (and one exchange per team for a three year period) - Teams are free to make trades that leave them with no first round picks in consecutive years, but they will be expected to acquire a pick at a later time to avoid that happening; the penalty for not getting a pick to avoid that happening is that the next available first round pick becomes #60 - Additional penalties for going over the "hard cap" threshold: No MLE or Bi-Annual, no Bird rights for the offending offseason, no rookie scouting, 12 players must be active in the regular season, 10 players must be active in the postseason - No more than two team options per contract - If a team makes a signing in the offseason that takes them over the "hard cap" threshold, they then lose Bird rights for any remaining unsigned free agents and will only be able to offer the minimum - If a team is over the "hard cap" threshold in a season in which a new extension will start, that extension is invalid. - Players that are traded away during the season and cut by the receiving team will go through a waivers system. The reverse standings at the time of the player being cut will be used to determine who gets the player if multiple teams are interested. The player can return to their prior team only after two sims (and, of course, if they don't get picked up by someone else first). As always, ask me if you're unsure about the way something works. The rules are the rules regardless of whether or not you know and understand them. I don't mind answering questions. |

Starting next season, the owners of the finals representative for each conference will be able to select two all-star reserves. Only one can be from their own team, and each player selected must have an APER greater than 17.
