I'm willing to do a sign and trade cause I have plenty of cap space but iwouls want youth and picks

A lot of cap space is available around the league, I just don't see any max level guys in this crop of UFA. The better players are in the twilight of their careers and the younger guys just never developed to a max level and that's why they haven't been resigned.

I'm expecting to see some very questionable contracts.

Unless it's a team that resigning their own players, then a sign and trade is not an option. Two sims must pass before new FA signings can be traded.
