Minimum contracts can be traded without matching (as well as being used for matching, if necessary). Grizzlies get a free second round pick, Heat get the ability to only have 9 players active.

 It's been in place forever, there's just very few scenarios where it makes sense to do. Some teams wouldn't help out others' cap situations, but Grizz will take free assets every time.
