Welling is too tied into Smallville.
Casting him would make people feel like it's a Smallville movie, and not a Superman movie. He's just way too associated with that franchise. It's completely separate. You'll have people who don't like the show won't even bother with the movie. There has to be a distinction. It just wouldn't work, as you'll put yourself (as a filmmaker) at a disadvantage, because not only are you making a Superman movie (which is hard to do on it's own) but you have to prove that it's not a Smallville movie and Welling's role as Superman will be different than in Smallville. You unnecessarily put yourself behind the eight ball by casting Welling. It's why it wasn't done.
