who has done the best job drafting the last 8 seasons?

San Antonio (Steals Ginobli, Parker)
In the last couple of years it is Portland. The draft with Roy and Aldridge is one of the best drafts ever. Not to mention stealing Rudy Fernandez for nothing.

Well, luck comes into play a lot with this, as does consistently sucking (lots of draft picks). That being said here are some of them.
San Antonio Spurs: We all know Ginolbli and Parker. They've also drafted a couple players who were traded but have had successful careers thusfar: Leandro Barbosa, Luis Scola, and John Salmons.
Utah Jazz: Over the last couple of years they've had some serious success: Deron Williams, Ronnie Brewer, Paul Millsap, and Morris Almond
New Orleans Hornets: Chris Paul and P.J. Brown - need I say more. Also, Julian Wright looks like he will turn out to be a pretty good player too
Sacremento Kings: Only one of them still plays for them, but over the last 8 years they've drafted Kevin Martin, Gerald Wallace, and Hedo Turkoglu in the late first round
Portaland Trailblazers: Obviously!
Phoenix Suns: It's too bad only one of them plays for them anymore, but over the last 8 years they've drafted Amare Stoudemire, Luol Deng, Shawn Marion , Rajon Rondo, Rudy Fernadez, Nate Robinson, and Sergio Rodriguez
Los Angeles Lakers: Over the last 8 years they've drafted Andrew Bynum, Jordan Farmar, Ronnie Turiaf, Sasha Vujacic, and Luke Walton
Houston Rockets: Once again, a team that had it but lost most of it: Rudy Gay, Richard Jefferson, and Yao Ming: three franchise players

I would consider draft night trades to acquire someone drafting the player also. Technically it's not, but to me the intention is much more important.

You do have to realize that not all picks are made by the team. For example, Portland selected Rudy Fernandez because they already had the trade deal in place. If Rudy had already been taken then the deal might have fell through. The Suns, for how they've handled their draft chips. Have done a horrible job. Imagine if they still had those players.
Also, pretty sure P.J. Brown was more than 8 years ago and in New Jersey. I'm sure you meant David West.

Suns did like Rudy, but for some reason agreed to the trade anyway. And I'm going to be pissed off about that forever. I think it was D'Antoni. He's the reason why they traded picks in the past.
But yeah, Rondo, Rodriguez, Deng, and Robinson were all who those other teams wanted. Though they liked Deng, but agreed to the trade beforehand because they thought Iggy wasn't going to be there.

You have to add Tiago Splitter to the Spurs. When he crosses the pond he is going to be a very good center for them. If they don't trade him, like they did with Scola.

I hate to bash on my beloved Blazers, but only in the last 2 years has Portland drafted well. Or since Kevin Prithard has been our GM.
Oden, Fernandez, McRoberts 2nd rnd....all good picks
Aldridge, Roy, Rodriquez, Freeland...all good picks
Prior to Pritchard, or the John Nash years
We traded out of the 3rd spot to get Martell Webster and Jarrett Jack. Passing on both Chris Paul and Deron Williams
Drafted Sebastian Telfair in front of Al Jefferson, Josh Smith, Kevin Martin and many others
Prior to John Nash, or the Steve Patterson/Bob Whitsitt years
Travis Outlaw
Qyntel Woods
Zach Randolph
Erik Barkley
Outlaw worked out, and Randolph has ability, but eeek at the others
