Can't blame anyone for tanking, there is nothing worse than mediocrity. Do you want your team to be contenders for ten years and have two or three bad seasons or do you want fifteen straight seasons where you make the playoffs but never make it to the Finals ? You need to blame the lottery, not the teams.

You have to weight the system to favor bad teams. Without it would be REALLY hard for franchise's to climb their way out of the basement. So since the lottery has to stay you have to figure out ways to enforce/entice teams that are out of the playoffs to not tank. One way you might be able to get some of the higher lottery picks to play harder is give them some kind of incentive. Maybe an extra MLE for 9th and 10th seeds in the East/West. Perhaps a cash reward. Something... Anything that might get them motivated to actually WIN.

Every team generates revenue that is just given to them from the NBA. They should probably keep the lottery system the same, but lessen the amount of revenue the NBA gives the franchises that are at the bottom of the pile every year. Nothing wakes somebody or an organization up like taking money away, or in this case, just not giving them what they deserve. That way it'd either be - take a gamble and intentionally suck in hopes to get a good player, or try to be competetive to not get penalized for being a really bad team.

If you removed guaranteed contracts teams could rebuild quickly. Just think if teams didn't have to worry about having a LaFrentz-like contract. If you could just release the players you could turn around a team in 2 years with smart moves. Then tanking wouldn't be nearly as big of a problem. The problem is that there isn't a whole lot a GM can do. So any 1 extra thing, like getting a high draft pick, makes a bigger difference.
