No. Ellis has played for the Warriors for 3 years and he is restricted. So if someone gave him a 5 year/70 million dollar deal, the Warriors would have to match.
However, If Ellis was a 2nd year player and he was a free agent, the most a team could sign him for (FOR THE FIRST YEAR OF THE CONTRACT) is the MAX MLE.
So he could sign a contract of 5 years/60, but that first year would be $5.6 million, then the rest might be 13.6 million over the duration of the last four years. This gives teams the chance to resign him, for cheaper for that first year, but the max money or big time money would kick in the next year.
