I think this is easy... It will go to Lilard, he is having the best season of all rookies...

I think Bradley Beal has been playing on Lillard's level or slightly above since John Wall has come back, but I don't think he can approach Lillard's total body of work with less than a third of the season left to play.

Only question right now is whether or not Lillard can stand up to the minutes he's playing. This is his trophy if he doesn't break down.

I suspect that opposing teams have already begun to gameplan for Lillard. The guy is pretty much the key to beating Portland and at this point he's played 600 more minutes than any other rookie, dude is a rookie and he's fourth in total minutes and (3-way tie) minutes per game

Lillard was Feb Rookie of the Month for the Western Conference(4th month in a row in fact)

I'm not sure where you're getting Beal and Waiters have outplayed him since New Year's. Waiter has played well recently especially with Irving out but hardly better than Lillard. And Beal has played well recently but he is very inconsistent.

Actually Lillar is even playing right where has all year or slightly above. Numbers for the last month of play(Feb2nd to March 2nd; 12 games):
PPG 19.6
APG 6.1
RPG 3.2
SPG .7
3pg 1.8

FTM/A 91.2%(3.7/4.0 pg)
FGM/A 42.1%(7.1/16.8pg)

Numbers on the Year:
PPG 18.5
APG 6.4
RPG 3.3
SPG .9
3PG 2.2
FTM/A 42%(6.6/15.7)
FTM/A 86%(3.2/3.7)

If teams are focusing on him then it hasn't really changed anything. Waiters and Beal have been good as far as rookies go but they are no where near Lillard. But I'd put them with Davis considering Davis has fallen off a cliff due to "injuries" but beginning of the season he showed what he is capable of.

Waiter's PER in January 15.32 and February 18.52

PER isn't perfect but the overall play of Waiters has coincided with a big jump starting the New Year while Lillard has tapered off a bit. His FG% and TS% has dropped in each month so far: biggest reason his overall efficiency numbers have started to go down

Waiters doesn't quite pass the eye test like Lillard. I would also award Lillard for his consistency ahead of Waiters right now. Gotta think the true Dion is somewhere between what we've seen. Damien certainly hit the rookie wall, but the head start he gave himself is significant.

Lillard's line tonight against the Spurs in San Antonio: 12/19, 35 points, 9 assists, 0 turnovers and the Blazers are blowing the Spurs out. Of course, TP isn't play, but regardless, it's a terrific game he's having.
