It usually punishes you for missing free throws (though the effect usually isn't huge unless you're Shaq or Ben Wallace), and it actually greatly helps out players who go to the line with regularity and make their free throws.

As for position, guards can have high TS% if they hit enough 3s, even if they aren't particularly accurate from the field. Nash and Billups are in the tops in TS%, off the top of my head, because of great 3 point shooting and they both basically make all their free throws. Big men tend to have higher field goal percentages, though I haven't read anything on TS% for each position (I'm sure there's a difference, but it's possible to have a high TS at all positions).

The way to look at it is that it's "points per shot attempt." Taking a shot attempt, getting fouled and going to the line definitely takes up your team's shot attempt for that possession.
