Structural engineer? You definitly sound like you know what you're talking about, so I'm not going to argue.
On to something of more importance: Location.
For anyone familiar with the Orlando area, they are supposedly down to two approximate locations, Downtown Orlando and an I-Drive location in Southwest Orlando.
Pros of Downtown Orlando:
-Continuity as that's where the current arena is.
-Central location. Relatively accesible to everyone in Central Florida.
-Would bolster Orlando's re-building of downtown plans. Church St could be revitalized.
-Lots of new condos are going up downtown. Potential fans.
-Closer to the Magic practice facility and offices. The RDV complex in Maitland.
Cons of Downtown Orlando:
-More expensive
-Land is tougher to come by.
Pros of Southwest Orlando:
-Would be cheaper as businesses and hotels are more willing to chip in cash.
-Most season ticket holders are the richer type. Most richer folks of Orlando live in the Southwest.
-Much of the cost will be covered by the county. The county prefers here, the city prefers downtown.
-Players would likely prefer here, as most live in the Southwest.
-More hotels, closer to the airport and better location for any potential tourists who would want to see a game.
-Would likely be a better location for the other events to come to an arena like concerts.
Cons of Southwest Orlando:
-Would be a longer drive for fans from North and East Orlando.
-I-Drive is packed already. More traffic would be no fun. (However, the arena would be next to the Convention Center, so driving on I-Drive wouldn't be necessary as you could just use I-4 and the Beachline/Beeline.
