Depends on how you define Redemption.
The confusion would be the part where you are wondering why something happened, and you want to go back and change it. The happiness would be the feeling after you changed it, exactly how you wanted it.
But redemption is not that sweet or frustrating, that quote I interpret as saying redemption is in the middle of all of that, and might not actually be worth the price to get it.
People think getting redemption will bring happiness but it does not and they think redemption will end confusion but it does not.
