I am confused. Can anyone have a personal forum?

Do you have to be a moderator to create your own forum? How do you create one for peon's such as myself

Are we able to sticky posts in our own forum? HKF seems to have done it. I want to sticky my "Welcome" thread.

I'm getting this same problem. I will PM retrodreams as well, but is there an update on a possible solution?
