You can package it with a player, but not with the MLE or LLE from what I've read. I got that from these rules posted on ESPN:
" I just checked the CBA and here are some facts on the trade exception.
1. We did not recieve NJ's trade exception.
2. We did recieve our own trade exception equal to MJ's contract (the cash we traded doesn't count towards salary matching).
3. NJ most likely used its remaining MLE to make this work for them.
4. The trade exception can not be used to sign a FA it must be used in a trade/ trades (if its 4.9 mil then you can use 2.9 on one trade and 2.0 on another).
5. It can be used in a trade with a player to make salaries match (trade a 6 mil player and 4 mil exception for a 10 mil player).
6. It can not be combined with another exception to make a trade work (MLE and trade exception for a player. 5 mil trade exception for 6 mil player using the $100,000 and 115% rule. 2 trade exceptions for one player)."
