Budget cuts mean almost nothing before tax reform is enacted.

Corporate welfare is always Congress' #1 priority. I'm not sure why this is such a shock. I recall a piece in The Atlantic a quarter century ago, analysing the Ronnie Raygun budget mess. And as it turned out Congressional spending exceeded Ronnie's proposed budgets every single year. And this included military spending. Congress outspent the military budget requests of the biggest sabre rattler this side of Zorro.

But that's the fatal flaw of democracy, once you create livings from public largesse the interest groups that benefit will fight to the death for their sinecures, whereas for the people that pay the bills that extra billion here or there makes little difference to them.

take a closer look - they largely followed Panetta's proposal, took them a year of bullshit and it happened with little or no fanfare but they managed it
