Doctors are often morons in all fields outside of medicine because they spend so much time specializing. This one is just playing politics. It would not surprise me if the stress of being raped did what he says in some occasions. But I also HIGHLY doubt it is in ALL instances as he seems to imply here. But he didn't say it exactly, so there's plausible deniability. Oh nooo, I didn't mean that!

He was just being a dick and defending his party.
