Very Republican scheme.
The Rev sells the land to the church at a considerable discount, the church now owns the property and they build a house on it to increase it's value so they can establish a $10 mil line of credit which is 100% tax-free. The Rev gets to live in the house and when he dies the church will use it as a retirement perk to keep attracting talented Rev's.
Other than the (perfectly legal) injustice of churches and their congregations getting a free ride on our country's infrastructure and government while saner people pay their way, I really don't see any improprieties here.
