I see people who are so poor that they swim through dirty water to take a few cheap commodities that were getting ruined from the water, and that the stores would have thrown out anyway. In Iowa, where I grew up for 2 years as a child, I see farmers whose living comes from their property, who are thus motivated to immediately repair their property. Where is the comparison to Bangla Desh and Noah's Ark?

I think you can't deny that the way the media portrayed people doing the same thing in completely different ways also says something about how people perceived one areas "response" vs the other.

The Gulf Coast and the upper midwest are incredibly, tremendously different. Flooding and a sudden storm surge are very different. Those along the Mississippi know it can flood.

There will be relief fundraisers.

The sad part is that a lot of the poorest in New Orleans served in the armed forces down there and retired.
