I believe Telfair has as much skill as Blake. Blake's experience and familiarity with Dixon, helps give him some edge.
Telfair should continue to start and/or play significant minutes each game. He is learning and developing. He has shown a great deal of improvement since the beginning of last season.
If Blake had taken the team on his back and continued to win at a strikingly higher percentage during Telfair's absence - one could argue to keep Blake in there. This is not the case.
Keep Telfair as starter.

In the meantime however Blake is I think that best option until we get all our pieces back. At a minimum Telfair should have to really prove himself to get the starting job.

I would vote for Blake now and Jack as soon as he learns how to move the ball as well as Blake. Blake doesn't seem like the long term solution to me, but if we had solid talent at 2-5, then Blake could be a starter on a quality team.
I like Telfair, but I'm not seeing him come to a realization of what he needs to be. He may prove me wrong when he comes back, but his recent comments about him not changing the way he plays didn't impress me. It made me think that Telfair will never be more than he is right now--a very quick streaky player with a very suspect outside shot that has trouble defending anyone and even more trouble in a ball movement offense.

The thing I don't like about Telfair is that he can't play defense. Chris Paul is like #2 in steals per game. It would be ok if we passed up on Chris Paul because he was only slightly better than Telfair but come on, the difference between Paul and Telhair is huge.

You know the most maddening thing about all this? Each point guard brings something different and unique to the court. To wit:
Telfair shows flashes of brilliance; he can make some amazing passes. He's not a bad 3-point shooter. He can beat most NBA players off the dribble for easy lay-ins. But his 2-point shooting is bad, he is more of a 'shoot-first' point guard that Nate doesn't clamor for, he is still a good 3-4 years from realizing his potential, and Bassy's size makes him a defensive liability.
Jarrett is already good at drawing fouls, he plays solid defense and exhibits a nice balance of 'shoot-first/pass-first' play during his brief stints. JJ takes care of the ball and isn't necessarily a flashy point guard. His shots haven't necessarily been falling, but like Telfair, he has alot of potential.
Blake races up the court most trips to see what he can make happen. If there isn't anythingthere, he pulls back the reins and runs a set play, much like the Sonics of last year. He's almost too much of a pass-first point guard who passes up some open shots while taking ill-advised shots against the clock (when you have Zach and Dixon on the floor, you need to make sure one of them has the ball with the shot clock runningdown). Most of all, he is more than living up to the low expectations of a 2nd round castoff, so that in and of itself puts him in a new, different light.
My answer was 'I don't care!' but it's an interesting situation. It's so hard for me to really make a call, because each displays something different. It will be interesting to see how the situation plays out over the course of the season with three healthy PGs.

I answered Blake now and Telfair in a few years, but I am not in love with the choice...
A few years seems like a hefty price... On a pure merit for team basis, I think Telfair could easily earn his spot back by the end of the season, if not sooner.
If it's not based purely on merit to team, then that favors Telfair even more...
