Unless Toronto offers Joel a contract that is only 5% or so bigger than one he is offered from an American franchise, he will still make more money. The tax situation is more of a confusing issue than a detrimental one in most cases.
Toronto will be interested but to which degree I'm not sure. They can offer more than the MLE, which is something only a few NBA teams can do this summer. There are few decent free agent bigs besides Joel (Nene (R), Mohammed, Harrington, etc.) so his best option might be a sign-and-trade, so he isn't letting the thin free agent market determine his value.
Also, I don't know how Milwaukee and Minnesota figured into the writers thoughts. Neither team has cap space and Milwaukee has three centres under contract.

I'd target Chicago if I were Joel. I think the Bulls have the best chance to be successful in the near-to-intermediate term and they've already got a couple other pretty decent big guys, so there wouldn't be a ton of pressure on Przybilla to carry anything.
MN would be second on the list, because he's from the state, but the Wolves are almost as big a mess as Portland, and I think that it would be a tougher situation with less upside than with the Bulls.

I'm kind of torn with Joel. Last year he impressed the hell out everyone putting up great numbers and being a legit force on defense while running a very solid pick and roll. I'm guessing his effectiveness on offense was mostly due to being paired with more experienced point guards like Damon Stoudamire and Nick Van Exel, so his drop in offensive production is probably due to playing with guys that have like 5 years combined of manning the point.
This year, however, he hasn't really been playing up to how he perfomed last year and his weak knees are becoming a bigger concern. I really appreciate the kind of game he has brought to this club and I'd love to see him here when Sebastian and Jarret learn the NBA game a little more, but he may not be worth breaking the bank for.
Whatever happens, I hope management puts a lot of thought into it.

Meh if joel wants to leave he should at least sign the mle with us and package him with miles,and or theo to another team for picks other players.

I voted for Chicago. Da'Bulls have decent talent at all other positions and are getting some experience too. Seems like a better fit than the other locales. I'd like him to stay here for the MLE - but doubt it will happen.
With so much up in the air about this franchise - why would he stay??
