So you are right about him not being a part of the back to back championships in 1994 and 1995, but as their GM he did attain most of those players during that time including drafting Robert Horry in 1992. I'm not sure whether his GMing days were over prior to the selection of Sam in 1993. It also places him outside the loop of orchestrating the 1995 trade of Drexler and Thorp. Going by his recent quote about concensus building within the front office being a part of how the Rockets (and other NBA franchises) did business, he only warrents partial credit/blame for their moves whether he was the GM or President.
Doing a little more digging into those past drafts that he presided over (and who really knows, maybe the Rockets meddling owner made all the actual selections), here's a quick year by year recount of their drafts during those years.

Seems pretty decent to me

he didn't wiff on any super talents and made some solid choices too. It reads better then Nash's draft history.
