They do. They have the single-best chance of any team to get the #1 pick. That chance is still lower than 50%, but it's better than any other single team's chances.

No one team is ever a "good" bet to get the #1 pick, because no one team has a better than 25% chance at #1. But the worst team has a 25% chance at it compared to something like a 20% chance for the second-worst team.
The system is set up this way precisely to discourage tanking. Teams would be much more willing to tank if it meant a guaranteed reward.
