I think, if anything, they place too much of an emphasis on the draft. Teams have scouts they consult with, people whose job is to evaluate talent. Remember Danny Ainge? He racked up quite a few thousand frequent flyer miles last season alone preparing for the draft.

Draft patterns of the last few drafts. Regarding Ainge, it was pretty much a sure thing that they would be picking in the lottery.

The draft is more about NBA prospects. NBA GMs know what tools a player needs to succeed in the NBA. A good college players won't always = a good NBA player. Kinda like why Marvin Williams was drafted #2 i think, when he wasn't even a starter. Stuff like that. I believe Zach Randolph was drafted out of MSU when he was their 6th man maybe?
anyway, Westbrook is gonna be a great player. Defense is what i like most. You put out there a great defender and you are good. He will get us fast break points, and will develop the PG skill, but he can split duties with Roy, which he would end up doin' anyway. His defense, ability to fly past defenders and get in the lane, which will open up countless alley oops to Oden, his jump shot, athleticism and quickness to stay with Paul which we will meet in the playoffs a lot, and his ability to get us fast break points, which we need desperately will be a good add. IMO, he is somethin' like Harris, but will be cheaper, and not require us to give up so much.
If we get Westbrook, he won't start next year, and learn, and then when we start hittin' our peak, in 2 years, he will be ready. I would love to have him.
I really think that KP, if he is gonna draft and not trade the pick, will move up and snatch Bayless, who is fast, a good defender, a good shooter, and somethin' we need, a PG that has good offensive game, since him and Roy will be the backcourt, our PG can concentrate on offense more than a PG who always has the ball in his hand and has to be the leader and floor general!
I just can't wait. My prediction is 1. Trade up and Snatch Bayless 2. Trade pick, 2nd rounders and players for either conley, Harris, or a sign-and-trade for Ellis or trade with the intent to snatch Ellis. 3. Westbrook.
I think i might be more excited about draft day then opening day next year! If we do end up with someone like Bayless, Rose, or Westbrook, our team will be phenominal for years. We will be anyway, but adding a Pg of that caliber will be awesome!
I know they haven't proved anything yet, but they will learn from Roy and Blake and probably spend the first year as a bakcup. But with Roy, Aldridge and Oden, there will be no pressure, and his 3-4 alley oops to Oden a game will get him 4apg right there.
Can't wait!

Last year I hit Portland with the #1 pick on the first try and never did it again.
This year?
Portland #13. I guess we can all cancel the draft party at the Rose Garden.

I got 13 ten times in a row before bagged it. I can't say I'd cry if we got westbrook; I'm not sure he's going to do anything about our current PG woes, but then again if we got him maybe he wouldn't have to; I can see him coming off the bench playing the off-guard position, but also being responsible for some ball handling duties, but most of all I'm intrigued by his defensive potential. If he's capable of sticking with the better PG's in the league, harassing them and can gradually take over a point guard-ish/combo guard role over time, I'd be exstatic.
Having said that I'm sure KP and his staff have multiple contingency plans I wouldn't be at all surprised if they made a package of draft picks (including this year's number 1) and some other pieces and went after some kind of draft day trade to acquire a difference maker at either the PG position or maybe even try to acquire an upgrade at the SF (though I think that is a less pressing need overall).
As for people clamoring for Kevin Love, that's almost as bad as those "draft the stache" calls two years ago.

I only did it a few times, and had the Blazers at #13 every time. Interesting, though, that on my second try, the Sonics came up #1 (Beasley, of course). That'd quickly be an exciting team: with Durant and Beasley, the Sonics would have two great shooting big men.
