Absolutley not. He is JR Smith version 2. He has all the tools but has questionable desire and is completley unaggressive. Not to mention all he does is jack up 3's and never takes it to the rim.
I think Joe Alexander, Nicolas Batum and Brandon Rush are all going to be far better players than him.

You all have your mind set on Budinger as strickly a SF? In the NBA I think he is more of a 2 gaurd. Ok now hear me out and in no way am I compareing Roy to Magic Johnson. We all know that Roy has the skills of a PG like Magic did. From what I read most of you want to see Rudy in the starting five. So that would mean Budinger could be our back up SG\SF with a backup SG first. Same with Roy but a starting PG. Behind him Blake and Sergio would duke it out. Webster as a SF with Outlaw being SF\backup PF at times. catch my drift? Just another idea.

Did you forget about a certain European player we have coming over?
Edit: I didn't see his name the first time I read it.
Rudy won't be starting at the beginning of the year btw. While I like the idea of Roy as PG sometimes, I don't want him to be a full-time PG. I think we'd be better off drafting Westbrook or Augustine, and letting Roy take over when he needs to.
I feel like
Blake/PG
Roy/Rudy
would be better than (for a full season and beyond)
Roy/Blake
Rudy/Budinger
Also, I don't see why over time we wouldn't use Roy as a PG more, but I just don't think drafting Budinger instead of a PG (or getting a vet PG) makes us much better.

If we aren't making a move, I'd want Batum.
I'd take Speights, Alexander, Rush, Douglas-Roberts, or Chalmers before I take Budinger. I'm sure I could come up with others. I just didn't seem much there that impressed me.

Check the edit (if it wasn't up before you posted).
While I'm ok with doing that as a starting line-up, I wouldn't want to see it for say 20+ minutes per game. I'd like to have a PG playing next to Roy for a significant amount of time. And as I mentioned before, Rudy probably won't start from the beginning. He's going to need a period to adjust, and unlike Oden, isn't considered the next great player at his position so won't likely be given the green light from the beginning.
Also, I'd still rather draft a few other players at 13 (and a few other SFs) than pick Budinger. I'm not super high on getting a veteran (because most mentioned are too old IMO), but I'd also rather do that than take Budinger.

As such, he is not someone I would go after. I think he would be an O.K. player for Toronto, Washington, Cleveland or New Jersey, though.

It was just an idea if the Blazers do decide to keep the #13 pick. To be honest with you I still think they will trade the pick.
