Does Portland still have to pay Kemp next year from his old contract after they caught him?

There are two different numbers to be considered. The number that counts against Portlands cap - I think that's the number above - and the actual payment to Kemp, which is less. I'm not sure which the original poster was asking about, or why.

You've almost got it, just switched the numbers around.
When Kemp agreed to a buyout, he agreed to take less money than his guaranteed contract called for. His original deal had him making $45 in the last two years, I believe. He agreed to a buyout of about $29 million.
So instead of $23 million counting against the Blazer cap this next year (his original contract amount), what counts is the buyout amount, or nearly $15 million. Kemp actually was probably paid the full buyout amount last summer, although it counts against the cap in 2 pieces - one piece against last season's cap and the other against this season's cap. And since he was originally going to make slightly more this year than last, the % of the buyout counting against the cap this season is also slightly higher.
Hope that makes sense - it's a pretty complex scenario.

So, um, how is that different from what I said? I said the $14.x mil counts against the cap, and the number paid to Kemp was less. You say the nearly $15 mil counts against the cap and that Kemp was probably paid the full amount last summer, and therefore will receive 0 this year (which is certainly less than $15 mil). So... how did I have it backwards?
I actually thought the deal was that he was getting the buyout money over a long period of time (10 years or something). But I could be wrong about that (too?).

My mistake. I took your statement of "the actual payment" being less than the cap figure to mean that you thought the total buyout amount was less than the amount that counts against the cap. (example - buyout amount was $22 million, but $29 million counts against the cap). I see now what you meant.
And, yeah, I do remember now hearing something about the buyout being extended over a long period of time. Who knows?
