No. It is the GM's fault for being that dumb. Then it wouldn't matter if you had cap space because basically everyone can almost offer a max contract.

The league doesn't just set the MLE amount. It's a calculation of the average player salary from the previous year plus 8%.

And here's a secret - the majority of owners don't want the MLE to increase. They like being able to tell free agents, "This is all we can pay you. We literally cannot pay you any more."
