Since the accountants need time to calculate the BRI and this really can't start until the season is over, I am not sure free agency could start much earlier. That would push the draft until sometime in August (while free agency was still going on), which might make it difficult to include the rookies in the summer leagues.
Free agency goes on until the season starts, so unless the draft was pushed to September, I am not sure teams like Golden State would be helped out much by changing the order.
Perhaps more importantly, teams would have to simultaneously entertain free agents and scout potential draft picks, which probably would overtax most NBA front offices. That alone probably would make this very, very unpopular with NBA teams. And the Players Association wouldn't like the fact that the draft took place right in the middle of free agency negotiations - likely undermining some of the leverage that players might have.
