Alright, but that site still doesn't work for me. There's not on my browser after the link to 71. What is "Base Year Compensation?" How does base year compensation affect

I had Larry take a look at this thread and here is what he had to say.

Since it's a big document, it's conceivable that there was a transmission problem partway-through when he tried to load it. His browser then cached a copy, so he continues to see the abbreviated document. I'd suggest that he clear his cache and try again.
