He got the max allowable. He signed a 6 year extension off of his rookie deal for $79.28 million in 2001, which didn't actually kick in until the 2002-03 season. He made $10.068 million the first year of his deal. Each year, he gets a raise of $1.258 million.
All the other players you mentioned signed 7 year deals in 2000 for the maximum $92.96 million. Meaning that they all made $9.625 million the first year of their deals (less than Carter in the first year of his deal). Each year, they get a raise of $1.207 million.
However, since their new contracts all kicked in two years before Carter's did, they each have two extra years to accumulate raises on Vince. That's why they all make more this year.
For example, the 4th year of Carter's deal will pay him $13.84 million in 2005-06. The 4th year of Rose's deal pays him $13.28 million this year.
The only reason the other 3 are making more this year is because they are each further into their contract than Vince is. All 4 signed for the maximum allowable amount.
