I heard that too. Maybe at the same time as LA to keep an even number of teams.

I'd put Toronto below both LA and Boston. I think both of those cities will get teams before Toronto will, but I think the CFL will die in the next decade, and Toronto will get an NFL team.

The New England Patriots are pretty much considered to be boston's football team.

NFL should start a second division much like international football has in it's various leagues around the world. Start it off with 8 teams including Toronto, LA, Portland etc. Winner gets promoted. Worst in NFL gets demoted. Bring up complications with this plan cuz I want to try and answer them to see how feasible an idea this would be...

Perhaps if the Argos sold out their games and enthusiasm was high, the NFL would consider a team. As it is, there's no hope of NFL football in Ontario.

The only problem would be the lack of interest in the second division teams (much like the lack of interest in the CFL), which would probably cause some financial problems. Also, there is so much parity in the NFL that a team could easily go from last place to first place in one year. There probably wouldn't be much of a difference in talent level between the two divisons.
Other than that I love the international football format.
