I don't think you understand the lottery, but it is possible that you do and just misphrased your question.
Getting lucky in the lotto means one of the top 3 picks. Those are the only spots that are available. After the top 3 everything is slotted by record. Now for the Wizards to get the 8th spot, they are going to have to be at worst the 8th worst team in the league. While that is possible, it certainly does not mean they were lucky in the lotto.
If the Wizards get a top 3 pick, I can say with a fair amount of certainty that it would not be going to Atl for Rahim.
