Best Rookie Passer in the History

Mark Jackson: 10.6 assists per game when he was a rookie.

How many Rookies can have over 7 assists in the NBA history?

Magic Johnson

Magic is the best rookie passer I have ever seen.

He has the ring to prove it too.

Some players who have done that (averaged more than 7 apg in their rookie season).

Big O
Isiah
Magic
Kidd
Marbury
Stoudamire
Iverson

I guess there must be more.

Back to your question, I think Magic will remain the best passer of them all.

Kareem Abdul-Jabbar....

John Stockon averaged 5+apg in his rookie season in less than 20 minutes.

I don't think there are 5 rookies who has over 10 assists per game in the history.

I don't think there are 10 rookies who has over 9 assists per game in the history.

No NBA players can do it this season!!!

Very good point. Assist number can be inflated if you have four options out there with you who will score all the time. Assist numbers are a pretty good measurement, but not the only thing we should look at.

Bingo. Also, oftentimes the most effective pass doesn't automatically lead to an assist, but rather consists of a pass to another player who then passes it for an assist (aka, Sacramento Kings ball).
